Expert: ICJ ruling doesn’t resolve problem of Kosovo’s independence

The United Nations International Court of Justice in The Hague has ruled that Kosovo’s 2008 declaration of independence from Serbia was legal. Sixty nine countries, including the United States, Japan, Germany, France and the United Kingdom have recognized Kosovo’s independence.
